Biography
Bob Lingard is a Scientist with TP&D, contributing to U.S. DOE's Solid-State Lighting (SSL) Commercialization Support program. His activities include developing technical and application guidance targeted at potential buyers of SSL systems, as well as the organizations that develop SSL guidance for those buyers (e.g., electric utilities). Bob also helps develop specifications for SSL systems in support of DOE's ENERGY STARĀ® program, and provides technical and applications support for DOE's SSL Commercial Product Testing and GATEWAY Demonstration programs.
In addition, Bob currently leads a rulemaking project team as part of PNNL's Appliance and Equipment Standards Project, in support of DOE's Energy Efficiency and Renewable Energy (EERE) Program. The project will result in updated energy efficiency standards for common fluorescent lamp ballast types, as mandated by the Federal Energy Policy and Conservation Act.
Before joining PNNL in 2008, Bob worked for five years in lighting, as both a university researcher and corporate lighting educator. He also worked for over 15 years in environmental consulting, assisting manufacturing facilities across the U.S. and in Mexico with air quality compliance issues. During 2005-2007, Bob helped design and deploy multiple disaster recovery projects in New Orleans following Hurricane Katrina.
Bob skills include project management, writing, research, and regulatory analysis. He earned the Lighting Certified (LC) designation from the National Council on Qualifications for the Lighting Professions (NCQLP) in 2008.
