Biography
Mr. Balducci is a Senior Economist at PNNL. He has been with Battelle since 2001. Mr. Balducci has developed program and project economic and financial analyses for a number of public agencies around the country, including the United States Department of Energy, Bonneville Power Administration, Federal Highway Administration (FHWA), Florida Department of Transportation, Internal Revenue Service (IRS), Metropolitan Washington Council of Governments, Montana Department of Transportation (MDT), National Cooperative Highway Research Program (NCHRP), New York Metropolitan Transportation Authority, Oregon Department of Transportation and Southern California Association of Governments.
He has provided on-site technical assistance to FHWA in support of the agency's innovative finance program, constructed cost analyses for alternative distributed generation utility investments, developed content for a NOAA website written in lay language describing key economic concepts and tools relevant to coastal habitat restoration, and examined motor fuel tax evasion for the IRS, MDT, NCHRP and FHWA.
